Can an SVR and video device communicate over different networks?

No. The Stream Video Recorder (SVR) must be on the same local network as the video device. A central router must be able to transmit data between both the video device and the SVR to record. Using access points (e.g., the ADC-SG130), network extenders, and switches is an option provided they point back to the same router.
