Can the ADC-SG130 be used as a Wi-Fi extender?

No. The Smart Gateway is designed to be a dedicated access point for Alarm.com cameras only. 

Note: The Smart Gateway's Wi-Fi output strength matches or exceeds most typical home routers, and its placement is only restricted by the Ethernet/power cords connected to it.
