Would the battery leads on an FPV4 power supply provide power if the batteries were not connected to it?
No. There is no constant voltage on the FPV4's battery terminal without a battery connected. If a battery is connected and then disconnected, the FPV4 will detect the change and shut off the battery charging circuit after 1 minute.
