Why does the Interlogix Concord panel beep every time credentials are presented at a reader?

Interlogix Concord intrusion panels are designed to give a confirmation beep once an arming or disarming command is received. The programming for these confirmation beeps is hard-coded in the panel and cannot be changed according to the manufacturer. 

If the rule Disarm When Access by a Valid Credential is active, confirmation beeps sound from the Interlogix Concord panel every time credentials are presented at an access control reader.
