Yes. There are various factors that can prevent users from being uploaded in bulk.

Factors that can prevent users from being uploaded in bulk:
- Attempting to create a user that already exists
- Attempting to delete a user that does not exist
- Attempting to edit a user that does not exist
- Uploading a file that contains exact first/last name duplication
- The .csv file contains duplicate credentials or PINs
- The upload is trying to create a user with a credential or pin that is already owned by an existing user at the same level
- The upload edits a credential or PIN of an existing user to match another user on the same level
- The headers are configured or spelled incorrectly
